The Center welcomes Tanguler Gray to our Board of Directors.
April 2025 - CCSP welcomes Tanguler Gray as our newest board member. Tanguler served as Commissioner for the Office of Child Support Services (OCSS) at the U.S. Department of Health and Human Services (HHS) from 2021 to 2025. In this role, she led federal child support programs, impacting millions of families nationwide. Tanguler was pivotal in advancing whole family initiatives, improving operational efficiencies, and driving policy changes across state, tribal, and local child support programs. Her experience in federal systems and systemic change aligns with SMI’s commitment to excellence in technology and service for government agencies.
Earlier in her career, Tanguler was Deputy Commissioner at the Georgia Department of Human Services and Director of the Division of Child Support Services. She also served as president of the National Child Support Engagement Association (NCSEA) and board member for the Eastern Regional Interstate Child Support Association (ERICSA). With over three decades of leadership in the field, she is a respected figure in child support services.
The Center thanks Vicki Turetsky
January 2025 - One of our original board members, Vicki Turetsky, has retired from the board of directors. Since the establishment of the Center, Vicki was a dynamic voice in the direction of the organization. Her insights and advice will be missed by all of us. We wish her the very best.
Research Focus
CCSP is exploring available research by states and others of the effects and effectiveness of automated license suspension. Watch for our paper and policy recommendations. We are looking for child support agencies that have studied the effects of license suspension on the parents and families they serve and are willing to share the results of those studies.

June 2024 - CCSP submits comments on OCSS’s proposed rule on Employment and Training Services for Noncustodial Parents in the Child Support Program. We enthusiastically supported the NPRM and further suggested the rule be extended to include parents in arrears only cases and asked for clarification that parents with $0 orders could participate.
April 2023 - CCSP submits comments on OCSS’s proposed rule on eliminating the Tribal Non-Federal Share Requirement. We supported eliminating the tribal share, making Tribal IV-D child support programs 100% federally funded, believing the change would provide more predictability to programs, allow the tribes to focus their former share, instead, on other needed programs that support children and families, and hopefully encourage other tribes to begin their own IV-D program.
