Erin Frisch - President

Erin is a national leader in human services policy and operations, currently serving as Senior Deputy Director of the Economic Stability Administration at the Michigan Department of Health and Human Services. She previously served as Michigan’s Child Support Director and is a past president of the National Council of Child Support
Directors (NCCSD) and the National Child Support Engagement Association (NCSEA). As a co-founder of the Center for Child Support Policy, Erin brings deep experience advancing child support as part of a broader, integrated human services system.

Letitia Logan Passarella - Director

Letitia Logan Passarella is a research director at the University of Maryland School of Social Work.

Letitia manages a research agenda that addresses trends and outcomes of families who are a part of Maryland’s public child support program as well as families who receive Temporary Cash Assistance or Supplemental Nutrition Assistance Program benefits in the state. As research director since 2012, Letitia aims to provide policymakers and stakeholders with information that can improve the lives of low-income families. Letitia Passarella earned her Master of Public Policy from Rutgers, the State University of New Jersey. Prior to joining the University of Maryland, Letitia focused on education policy and research.

Diane Potts - Treasurer and Director

Diane is a co-founder and Director at the Center. She currently serves as the Director of Child Support Policy and Legislation for the Illinois Department of Healthcare and Family Services. Diane was President of the National Child Support Engagement Association (NCSEA) and served on the NCSEA Board of Directors for 10 years. She is the Vice President of Policy and Legislation for the Eastern Regional Interstate Child Support Association (ERICSA) and has served on its Board of Directors for the past 7 years. Diane has dedicated her career to advancing and improving the child support program.

Cole Williams - Director

Cole Williams co-founded the Delta Project, which aims to break the generational cycle of incarceration by reconnecting youth of color and their families to community relationships through mentorship, coaching, and storytelling. Cole is the creator of Cole Speaks LLC. A consulting business created to provide professional services and trainings for family court staff and human service workers in the state of Michigan. Cole also provides parenting workshops and individual family coaching for parents who have Juvenile Justice system involvement.

Cole was appointed to Michigan Governor Whitmer’s Juvenile Justice Reform Taskforce to support collaborative partnerships between parents and Family Court professionals. Cole also provides mandated parenting classes for families receiving Juvenile Justice Services through the 17th District Family Court Division in Kent County and the 20th Judicial Circuit Court in Ottawa County, Michigan.

Tanguler Gray - Director

Tanguler Gray serves as Executive Vice President of Operations at SMI, where she oversees day-to-day operations across government contracts, working closely with the leadership team to advance the company's mission and long-term goals. Her leadership is key in navigating challenges and opportunities ahead.

Before joining SMI, Tanguler served as Commissioner for the Office of Child Support Services (OCSS) at the U.S. Department of Health and Human Services (HHS) from 2021 to 2025.

In this role, she led federal child support programs, impacting millions of families nationwide. Tanguler was pivotal in advancing whole family initiatives, improving operational efficiencies, and driving policy changes across state, tribal, and local child support programs. Her experience in federal systems and systemic change aligns with SMI’s commitment to excellence in technology and service for government agencies.

Earlier in her career, Tanguler was Deputy Commissioner at the Georgia Department of Human Services and Director of the Division of Child Support Services. She also served as president of the National Child Support Engagement Association (NCSEA) and board member for the Eastern Regional Interstate Child Support Association (ERICSA). With over three decades of leadership in the field, she is a respected figure in child support services. Tanguler holds a degree from Valdosta State University and is the proud mother of two children.

Wally McClure - Director

Retired director of the Washington child support program, Wally is a vocal advocate for whole-family child support services. He is an active member of NCSEA, a frequent presenter at conferences and child support events, and past president of the National Council of Child Support Directors. He continues his work in the field as a consultant to state, tribe, and county child support programs.

Kate Cooper Richardson - Secretary and Director

Kate is the recently retired director of the Oregon Child Support Program. She served 7 years on the NCSEA Board of Directors, and is a past president of the National Council of Child Support Directors (NCCSD). She served in all three branches of state government in her 29-year public service career. Kate is a graduate cum laude of Willamette University College of Law.
